India today stands as one of the world’s fastest-digitizing economies, with over 86% of households connected to the internet. Under the Digital India initiative, citizens can now access essential services — from banking to education — at their fingertips. However, with this exponential growth in connectivity comes a parallel rise in cyber risks.
Cybersecurity incidents in India have surged from 10.29 lakh in 2022 to 22.68 lakh in 2024, signaling not only growing digital dependence but also the sophistication of threat actors. Recognizing this, the Union Budget 2025-26 allocated ₹782 crore specifically for cybersecurity initiatives — a strong signal of India’s commitment to building a secure digital future.
The Evolving Face of Cyber Frauds
Modern cyber frauds no longer rely on a single method. From AI-generated deepfakes and spoofing scams to phishing attacks, cybercriminals are adapting faster than ever.
Key developments include:
- Financial Fraud Risk Indicator (FRI): Launched by the Department of Telecommunications, this tool categorizes mobile numbers as Medium, High, or Very High Risk to curb UPI-linked scams.
- Crackdown on Fraudulent SIMs & Devices: Over 9.42 lakh SIM cards and 2.63 lakh IMEIs associated with cyber frauds have been blocked.
- Ban on Online Money Gaming: The Promotion and Regulation of Online Gaming Bill, 2025 prohibits money-based gaming and its promotion, addressing online betting apps that generated over ₹400 crore in illegal proceeds.
India’s Multi-Layered Cyber Defence
India’s cybersecurity framework is anchored by several key institutions and laws:
- CERT-In (Indian Computer Emergency Response Team): Leads national cyber incident response, conducting 109 mock drills and collaborating with 1,400+ organizations to build resilience.
- NCIIPC: Protects critical infrastructure across banking, telecom, power, and transport sectors.
- Indian Cybercrime Coordination Centre (I4C): Centralizes cybercrime data and coordination across law enforcement. It has blocked 3,962 Skype IDs and 83,668 WhatsApp accounts linked to fraud networks.
- Key Legislations:
- Information Technology Act, 2000 — the foundation of India’s cyber laws.
- IT (Intermediary Guidelines & Digital Media Ethics Code) Rules, 2021 — ensuring platform accountability.
- Digital Personal Data Protection Act, 2023 — enforcing data protection and consent-based handling of personal data.
Building Awareness and Capacity
Beyond infrastructure, India’s response includes citizen engagement and awareness initiatives:
- Helpline 1930 provides immediate assistance to victims of online financial fraud.
- National Cyber Crime Reporting Portal enables public participation in reporting offences.
- Samanvaya Platform and Sahyog Portal improve inter-agency coordination for investigations and content takedowns.
- Cyber Crime Prevention Against Women and Children (CCPWC) has trained 24,600+ personnel through cyber forensic labs across 33 States/UTs.
- Public campaigns, metro announcements, and social media drives emphasize cyber hygiene and fraud prevention.
Cybersecurity Meets Innovation
The National Mission on Interdisciplinary Cyber-Physical Systems (NM-ICPS) drives indigenous R&D in cybersecurity, AI, and threat intelligence.
Meanwhile, at the India Mobile Congress 2025, cybersecurity is a headline theme alongside 6G, AI, and IoT — underscoring its centrality to India’s digital leadership.
A Shared Responsibility
Cybersecurity is no longer a niche concern but a national imperative. With 1.2 billion mobile subscribers and 970 million internet users, India’s digital transformation demands a robust security mindset at every level — government, enterprise, and citizen.
